These programs are narrower than many homeowners expect. They fund specific preventative plumbing and drainage work, such as sump pumps, backwater valves, and weeping tile disconnection, rather than acting as a general allowance for a basement waterproofing project. The same type of program may be branded as a rebate, a basement flooding subsidy in Ontario, or a grant, depending on the municipality; the name changes, but the structure is similar.
When reviewing a sump pump rebate in Ontario, look beyond the advertised maximum. Your drainage connection, property type, installation date, and contractor choice can affect eligibility, and some programs require approval before installation, not after.

Toronto Basement Flooding Subsidy 2026
Toronto expanded its program on May 1, 2026. The higher limits apply to eligible work completed on or after November 12, 2025.
The City of Toronto program reimburses up to 80% of eligible invoiced costs, subject to these limits:
- Home plumbing assessment: $500.
- Backwater valve rebate in Toronto: $1,600 per device, maximum two.
- Sump pump rebate in Toronto: $2,250, maximum one.
- Sump pump battery backup: $300.
- Foundation drain severance and capping: $400.
The $6,650 total combines these categories. It is not a sump pump rebate alone.
Eligible owners include those with single-family homes, duplexes, triplexes and fourplexes. Your contractor and subcontractors must hold valid City of Toronto business licences when completing the work. Backwater valves require a building permit and inspection.
For work under the expanded rules, apply within two years of installation or service. Check previous subsidies because lifetime category limits apply to the property.

Mississauga Basement Flooding Rebate
The Mississauga basement flooding prevention rebate provides up to $7,500 overall, with separate limits of $6,000 for a sump pump, $1,000 for foundation drain pipe capping, $1,500 for a storm lateral backwater valve, and $125 per downspout disconnection, up to $500.
Eligible expenses are reimbursed within these limits. Unused amounts cannot be moved between categories.
General basement waterproofing and weeping tile replacement do not automatically qualify for this rebate. The sump pump must connect to the existing foundation drain; pumps connected to internal weeping tile or waterproofing systems are excluded, and so is weeping tile replacement or repair and other basement waterproofing services.
The backwater valve option applies to the stormwater lateral and requires disconnecting the downspout.

Halton Region Rebates for Oakville and Burlington
Sump pump rebates in Oakville and Burlington run through the same Halton Region program.
For work completed after July 15, 2024, this Halton basement flooding subsidy covers 100% of qualifying costs for weeping tile disconnection with sump pump installation, up to $6,500. You must prove the existing weeping tile connects to the wastewater system and disconnect it.
The backwater valve rebate in Halton covers 50% of eligible costs, up to $1,600. Exterior valve installations are excluded.
Your home must connect to Halton’s municipal wastewater system. Required permits, inspections and drainage evidence must support the application. Apply within one year after completing the work. Each subsidy is available once per property.
Hamilton and Markham Flooding Rebates
Hamilton
Hamilton’s Protective Plumbing Program offers a grant up to $2,000. The full limit requires a City pre-qualified contractor. Using a contractor outside that list limits support to $500 for backwater valve installation.
Sump pump installation qualifies in conjunction with a backwater valve, rather than as a standalone upgrade. Your home must meet program conditions, including construction before January 1, 2012 and connection to Hamilton’s sewer system.
Markham
Markham’s Private Plumbing Protection Rebate Program lists up to $1,750 for indoor backwater valves and $2,000 for outdoor valves on sanitary or storm laterals. Eligible sanitary weeping tile disconnection with sump pump installation has a $5,000 limit.
Your property must be in a known flood-prone area or demonstrate flood risk. Obtain technical approval before installation. The current permit deadline is April 30, 2027; the rebate application deadline is July 31, 2027.
What Work Usually Qualifies for a Basement Flooding Rebate?
Depending on the program, eligible work may include:
- Sump pump installation and associated sump pit work.
- Backwater valves.
- Foundation drain disconnection and capping.
- Battery backup systems where specifically eligible.
- Plumbing or drainage assessments.
- Downspout disconnection.
Weeping tile installation is different from disconnecting an existing sewer connection. Likewise, interior waterproofing and exterior waterproofing do not automatically qualify.
Ask your contractor to separate proposed eligible measures from other repairs on the quote.
